The Department of Veterans Affairs intends to enter into an "other than full and open competition", sole source agreement to include base plus 4 option years with Alere Informatics for the licenses of yearly access to Abbot i-Stat POC 1/PCA through the RALS/ALERE interface. This is in accordance with FAR 6.302-1, only one responsible source is capable of meeting this requirement.
