A special notice was previously posted by Army Contracting Command - Orlando (ACC-Orlando) on FBO.gov using solicitation number "W900KK-MTC2_Questions_Answers" entitled "MT-C2." This posting provided a draft RFP and a couple rounds of Questions & Answers for firms interested in providing the Medical Training Command and Control Requirement. On, 22 February 2019, ACC-Orlando updated this posting to inform the public that the General Services Administration (GSA) would be conducting this procurement. This new posting is meant to ensure any parties interested in this requirement are kept fully informed of the status of this acquisition. This is a Request for Information (RFI) Only : Project Name: Medical Training Command and Control (MT-C2) GSA Order ID#: ID04190058 NAICS: 541512, Computer Systems Design Services This is a Request for Information Only. Any responses are not considered to be offers and will in no way commit the Government to pay any costs incurred in preparation of any submission to the RFI or to contract for services. This notice is to advise the public that GSA is performing an Assisted Acquisition on behalf of the U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) and is searching for potential sources capable of performing requirements set forth in the attached DRAFT Performance-based Work Statement (PWS). The intent of this RFI is to gauge industry interest and capabilities to perform the services as described in the DRAFT PWS. Comments on the DRAFT PWS will also be accepted. Contract Type Anticipated: GSA is contemplating a solicitation for a Firm-Fixed-Price (FFP) with a minor Time-and-Materials (T&M) portion using FAR Part 12 procedures. Competition Strategy: GSA is currently contemplating a small business (SB) set-aside. The results of this RFI will assist GSA in determining if a SB set-aside is feasible, to determine which, if any, socioeconomic program to use for this acquisition, and to determine if there are existing contract vehicles (GSA Schedule, GWAC, Multiple Award Contract, etc) that could be utilized for solicitation. Background: The U.S. Army PEO STRI Product Manager for Medical Simulation (PdM MedSim) has a requirement for the production and integration of MT-C2 into the Medical Training Simulation Centers (MSTCs) that were not previously equipped under the prototype contract. The MSTC Program of Record (POR) is a standardized Army training program with locations at various military installations worldwide, delivering effective medical training with a standardized training platform to re-certify Army 68W Military Occupational Specialty (MOS) Soldier Medics. The MSTC provides medical training and education on new battlefield procedures and equipment, while affording soldier medics the ability to provide comprehensive training in several formats such as the classroom setting, practical hands-on training simulation, trauma lanes, and distance learning. Each MSTC provides a medical skills training platform where Soldiers obtain sustainment and validation of their medical skills in accordance with Training Circular (TC) No. 8-800, Medical Education and Demonstration of Individual Competence (MEDIC), and the Combat Life Saver (CLS) Programs of Instruction (POI). The MT-C2 System is a control center allowing remote training platform management within the MSTCs. During a training event, Soldiers perform tasks on training devices inside scalable and adjustable scenarios within the simulated environments. The MT-C2 System enables training environment manipulation, medical scenario integration, mannequin control, audio video (AV) surveillance and recording. The MT-C2 System provides the capability to manipulate the environments in which scenarios take place in order to maximize the positive impact and training experience of each fluid training event within the training experience. The Government already fielded two prototype MT-C2 Systems at Ft Hood - TX and Camp Humphreys – South Korea under the developmental contract, under which a baseline software and Technical Data Package (TDP) were developed. The government has a requirement to field the baseline software and TDP at the remaining 19 MSTCs: Ft. Lewis – WA, Ft. Drum – NY, Ft. Riley – KS, Ft. Bliss – TX, Vilseck – Germany, Ft. Carson – CO, Ft. Campbell – KY, Ft. Stewart – GA, Ft. Bragg – NC, Camp Shelby – MS, Ft. McCoy – WI, Ft. Dix – NJ, Ft. Wainwright – AK, Schofield Barracks – HI, Camp Dodge – IA, Camp Ripley – MN, Camp Atterbury – IN, Ft. Indian Town Gap – PA, Ft. Benning – GA. Ft. Hood, and Camp Humphreys will then be retrofitted with the same production configuration as the 19 MSTC sites mentioned above. In addition, Four (4) new MSTC sites will be established at locations within the CONUS starting FY20, and will be outfitted with the MT-C2 production configuration described in the PWS. The MT-C2 must be qualified and able to demonstrate compliance with this System Requirements Document (SRD). Description of Services: This requirement is to plan, deliver, install, test, manage and document changes and updates to the MT-C2 System. This includes production and installation of MT-C2 into the MSTCs. Clearance Requirements: Unclassified Period of Performance: Base Year with two option periods of 1 year each.
