Notice of Intent to award a Sole Source, Firm Fixed Price contract to InnovaSystems International, LLC,

This is a Notice of Intent to award a Sole Source, Firm Fixed Price contract to InnovaSystems International, LLC, 404 Camino Del Rio, South Suite 300, San Diego, CA 92108 under the basis of authority of FAR 6.302-1 for the Marine Sierra Hotel Aviation Readiness Program (M-SHARP) in support of the United States Marine Corps Aviation. The overall objective of this requirement is the continued development functionality and embedding the M-SHARP application, in accordance with the Aviation Training and Readiness Program Manual (NAVMC 3500.14_), into the Aviation and Aviation Ground Fleet Marine Corps Forces and Reserve units. Since the inception of the Marine Corps Sierra Hotel Aviation Readiness Program (M-SHARP), InnovaSystems International has been the sole designer, developer, and integrator of all functional solutions toward streamlining Marine Aviation operations toward achieving combat readiness utilizing this application fleet wide. As a result, InnovaSystems is uniquely qualified to provide the technical expertise and manpower to fulfill the complete range of services required for the continued development, enhancement, and implementation of M-SHARP for Marine Aviation. A determination has been made by the Government to use other than full and open competition for this acquisition (See Numbered Note 22). Interested persons may identify their interest and capability to respond to the requirement. This Notice of Intent is not a request for competitive quotes. However, the government will consider all vendor capabilities received within 5 days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
