Synopsis - Notice of Intent to Award Small Business Innovation Research (SBIR) Sole Source Solicitation # W81K04-21-Q-0007 Subject: Adaptive Reconditioning Soldier Performance Platform in support of the U.S. Army Medical Command (MEDCOM) Deputy Chief of Staff Army Recovery Care Program (DCS, ARCP) Adaptive Reconditioning Programs (ARP) Medical Center (AMEDDC&S) The U.S. Army Health Contracting Activity (USAHCA), Health Readiness Contracting Office (HRCO), Joint Base San Antonio (JBSA) - Fort Sam Houston, Texas intends to award a commercial Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award, Sole Source contract with Firm Fixed priced CLINs for personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personnel services to Virtuvia, LLC DBA Coachmeplus, 2495 Main Street, STE 401, Buffalo, NY, 14214-2154. The requirement is for non-personal services of an accredited university to provide mobile and software platform for use at the 14 Soldier Recovery Units (SRUs) to automate business practices and support staff and Soldier engagement in the Adaptive Reconditioning Program. The Software Platform does not require customized, new software development. It will be utilizing an existing, Commercial off the Shelf Platform that is presently in Phase II of development. The software will be utilized for knowledge management, consolidation of current practices and will automate pre-existing processes. The platform will provide a digital Activity Clearance Form (ACF) for each Soldier, real-time calendar updates for the ARP events, tracking of Soldier ARP goals, compliance with weekly ARP requirements, centralized tracking of Soldier ARP compliance, which can be divided at the lowest levels (i.e. by Soldier or squad leader) up to the highest levels (entire SRU and enterprise-wide). The system will be accessible either via a mobile app platform or a desktop application for all users and will integrate critical data and reports with the ARCP system of record. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personnel services to provide items listed in the scope in strict compliance with the specifications set forth in the contract schedule. The Health Readiness Contracting Office (HRCO) intends to award a contract no later than June 01, 2021 for the services to begin June 01, 2021. It is anticipated that the Firm Fixed Price contract will have a base period of performance of June 01, 2021 through May 31, 2026 with a five year ordering period. The HRCO intends to solicit and negotiate only with Virtuvia, LLC DBA Coachmeplus, under the authority of Federal Acquisition Regulation 13.501-1(a)(2)(ii).
