B506--Research Study on the Effect of Myofunctional Therapy on Outcomes in Mild to Moderate Sleep Apnea for VA Greater Los Angeles Healthcare System (VAGLAHS)

NOTICE OF INTENT TO AWARD A SOLE SOURCE The Department of Veterans Affairs, SAO West - Network Contracting Office (NCO) 22, for the VA San Diego Healthcare System (VAGLAHS), Engineering (138) intends to solicit and negotiate with one source, Intellica Corporation. The statutory authority for restricting competition under Simplified Acquisition Procedures (SAP) for Single Source, commercial item acquisitions not exceeding the Simplified Acquisition Threshold (SAT), currently $250,000, is 41 U.S.C. 1903, as implemented by FAR 13 Simplified Acquisition Procedures. Intellica Corporation, a information technology/software development company, that specializes in creating clinical software and web applications that support research and healthcare will provide database hosting services for the research in evaluating interventions to improve adherence with sleep apnea treatments, and in particular, Myofunctional Therapy and ensure that systems are compliant with VA security and compliance policies. The North American Industry Classification System Code (NAICS) is 541511 with a size standard of $38.5M. Intellica Corporation is not classified as a small business under that NAICS. No solicitation package will be issued. This notice of intent is not a request for competitive quotes; however, any firm that believes it can meet the specifications above may give written notification to the point of contact no later than 3:00 P.M., (PST) on May 26, 2021. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government.
