This is a Notice of Intent to establish a Blanket Purchase Agreement (BPA). This BPA is intended to support all Fort Sill Retention/Reenlistment Programs. Supplies and services may include: a. Local publicity and promotion venues of dissemination (examples are, but not limited to, newspaper, TV, billboards, or radio). b. Specific unit or command designated items (examples are, but not limited to, pens, cups, t-shirts, bags). Appropriate wording to indicate continued commitment to serve must appear on item (i.e. quote mark Stay Army quote mark , re-enlist..., Stay..., etc.). c. Reenlistment awards (plaques, trophies, etc). d. Other advertising, events, or publicity items that support or promote retention at the discretion of the commander. e. Enhancement of office to accomplish retention effectively displaying retention advertising (examples of, but not limited to, posters, literature handouts, retention videos, etc.) The Mission and Installation Contracting Command (MICC), Fort Sill, Fort Sill, Oklahoma, intends to award a five-year BPA. The appropriate NAICS codes are 541430, 541890, 541850, 541810, 323113, 315990, 315280 and 339999. Generally, purchases against this BPA will be made by authorized individuals possessing a Government Purchase Card (GPC) and who are authorized by the MICC, Fort Sill. All notifications received within ten (10) days after date of publication of this synopsis will be considered by the Government. A determination by the Government to issue agreements limited to only seven (7) vendors based upon responses to this notice is solely within the discretion of the Government. Only authorized individuals may make purchases up to, but not exceeding, $25,000.00 per call, for those supplies/services identified herein. This synopsis is not a request for proposal. It is a market research tool being used to determine number of interested vendors. The government is not obligated to, and will not pay for any information received from potential sources as a result of this synopsis. All responses shall include, at a minimum, the following information: a. Company's full name, address, telephone, point of contact with email address, and Federal Tax Identification number. b. Company's Duns Number and Cage Code for proof of Central Contractor's Registration (www.ccr.gov) and System for Award Management (SAM). c. A statement indicating the offeror's ability to accept payment via Government Credit Card. d. Company size: small or large, HUBZone, 8(a), SDB, Woman-owned, Service disabled veteran-owned. Set aside criteria will be considered. e. Vendor Information Sheet f. Past performance as a Department of Defense (DoD) BPA Vendor for these type of items. Preference will be given to current and/or previous DoD BPA Agreement holders. DoD BPA holders shall provide current and/or previous BPA Agreement numbers and Point of Contact in the Past Performance information submission.
