The Department of Veterans Affairs, Networking Contracting Office (NCO 01) located in Brockton, MA intends to enter into a sole source procurement, pursuant to the authority of FAR 6.302-1, with Evoqua, for the following requirement: Statement of Work SPS Process Water Systems Maintenance BACKGROUND: The scope is to maintain and periodically test pure water equipment to demonstrate the pure water meets or exceeds the current AAMI recommended water quality standards shown at the end of the document. This will provide for patient safety and extend the life of instruments being reprocessed, Contractor will evaluate online resistivity and sample for chemical and monthly bacteria. Based on results, contractor shall make recommendation to keep the system compliant to AAMI recommended quality standards. This work covers the services to maintain process water equipment serving Sterile Processing equipment at the Jamaica Plain (Boston), West Roxbury (building 2 basement), and Brockton campus. Initial Servicing: Brockton - Replace existing ion exchange vessels with replacement service vessels Scheduled Services: Jamaica Plain Monthly: Preventative maintenance visits to record operating data, change prefilter cartridges and grab one chemical and (2) bacteria samples (feed and system return). Visits to be after 3 PM on weekdays Quarterly additional services: Replace final filters and service activated carbon and ion exchange vessels Yearly additional services Replace ultraviolet bulbs and sleeves Chemically sanitize the system Provide additional testing of hardness, chlorides, pH and endotoxins Calibrate resistivity monitor West Roxbury Monthly: Preventative maintenance visits to record operating data, change RO prefilter cartridges and grab one chemical and (2) bacteria samples (feed and system return). Visits to be weekdays during normal business hours Bi-annual additional services: Replace service activated carbon vessels Yearly additional services: Replace ultraviolet bulbs and sleeves Replace RO membranes Chemically sanitize the system Provide additional testing of hardness, chlorides, pH and endotoxins Calibrate resistivity monitor Visits to be performed on a Saturday after 3 Brockton Monthly: Preventative maintenance visits to record operating data, change RO prefilter cartridges, fill chemical feed system (anti scale) and grab one chemical and (2) bacteria samples (feed and system return). Visits to be during normal working hours weekdays Quarterly additional services: Replace final filters and activated carbon cartridges and service ion exchange vessels Yearly additional services Replace RO membranes Chemically sanitize the system Provide additional testing of hardness, chlorides, pH and endotoxins Calibrate resistivity monitor AAMI TIR34 2014 Critical Water Quality Standards for medical device reprocessing Hardness less than 1 PPM Conductivity less than 10 micro siemens/cm pH 6-9 Chlorides less than 1 PPM Bacteria less than 10 cfu/ml Endotoxins less than 10 EU/ml Other Considerations for QUOTE The provisions of all applicable NFPA, OSHA, EPA, and VA codes, Federal, State, and local regulations shall be followed throughout the course of this project. The NAICS code for this requirement is 238210 with a small business size standard of $16.5 million. Evoqua the only contractor capable of performing the required work because all of the equipment currently being utilized for the water purification system was purchased from and designed by Evoqua. The VAMCs in Brockton, Jamaica Plain and West Roxbury have been utilizing this equipment for approximately three years. Evoqua owns the rights to the equipment and the software used to test water samples for bacteria and endotoxins to ensure the purified water meets the AAMI TIR 34 guidelines for critical water. Therefore, no other company is authorized to service the equipment or software because of proprietary reasons and the do not possess the knowledge, training or familiarity with the Vantage SPD Solutions software designed and created by Evoqua. Doing so would most likely damage the system further and void the warranty. This notice of intent is not a solicitation nor is it a request for proposal.
