R--Notice of Intent to Award a Sole Source Contract for Constant Hawk Program Support: aerial surveillance analysis

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The National Ground Intelligence Center (NGIC) intends to award on a sole source basis a Firm Fixed Price (FFP) interim bridge contract to Jorge Scientific for the continued support of NGIC and other Government Agency with Constant Hawk analytical support, for a period of six months. The period of performance for this effort will be 09 Aug 2011 through 08 February 2011. This bridge contract will provide uninterrupted services to the government while conducting the source selection and negotiations for the competitive follow-on contract. This requirement is being competed under solicitation number W911W5-11-R-0012. It is not in the best interest of the Government or cost effective to recompete this short-term requirement. The solicitation preparation and evaluation of multiple offers would result in a duplication of effort and the required start up time for a new contractor would risk the loss of vital intelligence resources. This requirement is for Constant Hawk analysis services in support of NGIC and theater elements. This contract will provide the following support: intelligence assessments, informal intelligence reports and produce annotated graphical products, based upon the analysis performed. This requirement provides support to deployed forces, NGIC, and other Government Agencies in order to support the mission of attaining aerial surveillance analysis and reports. The NAICS code for this acquisition is 541370. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.3.02-1; Only one responsible source and no other suppliers or services will satisfy agency requirements.. This Notice of Intent is not a request for proposals or quotations. No solicitation document exists. Interested persons may identify their interest and capability to respond to the requirement, and should furnish information concerning their capabilities to provide the services sought sufficient enough to determine that a comparable source to the government is available. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
