NOTICE OF INTENT TO AWARD NONCOMPETITIVE PROCUREMENT Solicitation No.: 12026119Q0043 Date of Notice: 05/06/2019 Contracting Officer: TANYA SPANFELLNER Closing Date: 05/15/2019 This notice will appear for 10 days from above date. ************************************************************************************** Description of Supplies/Services: The USDA Forest Service, Humboldt-Toiyabe National Forest (HTNF), requires services, non - personal, to provide all tools, equipment, materials, the contractor will establish an ARCGIS database for the mapping of wetland and deepwater habitats in Nevada. Specifically; digitizing maps showing the extent of wetlands, water resources, and riparian areas within the HTNF. Conduct field work to verify image interpretations using standard National Wetland Inventory (NWI) field procedures if necessary. Documentation of field characteristics is to be reported on standard NWI Field Data Forms. Mapping will be performed in a heads-up mode at a computer workstation. Mapped areas will be submitted to the Fish Wildlife Service's (FWS's) NWI Region 8 Coordinator for QC. The contractor will make all corrections on the maps as identified by the FWS within 30 days of receipt. The Government intends to award this requirement noncompetitively, under authority of IAW FAR 6.302-1, Other than Full and Open Competition procedures and IAW FAR 13.106-1(b) (1), to SWCA, Inc. due to the highly specialized nature of the work required. There are no other contractors that could feasibly do the work, because using another contractor would require months for even a highly qualified organization to get up to speed whereas SWCA, INC., has an intimate knowledge and has already been collecting data on behalf of the FWS. FWS has completed identical work in adjacent areas of the state of Nevada. This includes public lands managed by both the Bureau of Land Management as well as the Forest Service (USFS). This completed and ongoing work ensures that the needed contract work, if completed by the proposed contractor, would require no new training or coordination between the contractor and the database manager (i.e., FWS). Additionally, the contactor, having already completed similar data collection in areas adjacent to the proposed work, including areas on NFS Lands, is already familiar with the range of landscape conditions and wetland and riparian habitats that are likely to be encountered during the work. This would significantly improve the efficiency of the work completed as well as the quality of the data provided, and ensure consistency and continuity with the data already being collected. Other interested concerns having the ability to furnish these services/supplies shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government's only written notice of this procurement.
