Scope: Support services sought encompass technical expertise related to various aviation mission systems technology areas to include Avionics, Human Systems Interfaces, Autonomy, Survivability, Lethality, and Sensors. The scope of work ranges from concept definition and analysis, through development, to test, evaluation and demonstration of new capabilities through simulation and flight events including support of the Future Vertical Lift (FVL) Family of Systems (FoS). The Government may use in-house resources or acquire contractor-furnished technologies for its various S&T efforts. Support shall require working closely with other customer entities and partner contractor personnel as part of the Government’s program team. Services may require performance at one of the TDD locations to include Fort Eustis, VA, Huntsville, AL, or Moffett Field, CA or at a contractor site. The intent is to award a new sole source three (3) month bridge Task order: W911W6-20-F-002G under GSA contract number GS-10F-0168T on a firm-fixed-price basis with John H. Northrop and Associates (JHNA), (11602 Lawter Lane; Clifton, VA 20124; CAGE code: 1ULT5 ) . The Government projects award for this action on 31 March 2020 . FY20 RDT&E funds will be used. This contract action is a bridge effort to allow time to award a new competitive GSA follow-on Task Order that will be awarded by June 30, 2020 to avoid interruption in services. In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order (W911W6-17-F-0005) that was placed in accordance with applicable Federal Supply Schedule ordering procedures. The original order or BPA was not previously issued under a sole-source or limited-sources procedures. This request for capability information does not constitute a request for proposals; submission of any information in response to this market research is voluntary and the Government will not reimburse any costs incurred for providing a response.
