The purpose of this special notice is to provide the Government’s intent to issue a sole source bridge contract to United Support Services, Inc. (USS), 3252 Holiday Court, Ste 110, San Diego, CA 92037, for Information Technology (IT) services to support the Marine Corps Installation Command (MCICOM) Facility Systems Branch (FSB) operations in Kansas City, MO. A sole source award will be made on the basis of other than full and open competition under the authority of 10 U.S.C.2304(c)(5), as implemented at FAR 6.302-5, authorized by statute. In accordance with 15 U.S.C. 637a, as implemented at FAR Part 19.8, the contracting officer may sole source an acquisition under the Small Business Administration’s (SBA) 8(a) Program when the anticipated total value of the contract, including options, does not exceed $4.5 million for all non-manufacturing North American Industry Classification System (NAICS) (FAR Subpart 19.805-1(a)). Dollar thresholds regarding competition requirements for 8(a) direct awards are established at 13 CFR 124.506(a). The anticipated award date is by 9 August 2021. The FSB operates as a Government-Owned, Government Operated, Contractor Supported (GOGOCS) Integrated Product Team (IPT) for system operation and sustainment within a consolidated, consistent IT architecture and hosting environment at the Marine Corps Information Technology Center (MCITC) in Kansas City, Missouri. The FSB provides application migration, software development, maintenance, and system support for Installations, Facilities, and Environment (IF&E) IT systems used within Marine Corps Installations Command (MCICOM), according to Department of Defense (DoD), United States Marine Corps (USMC), and Agency guidelines. Functions within FSB include oversight of all phases of application development for internally developed (as well as some sustained) systems. This bridge contract will provide MCICOM FSB with specialized support services that affect the entire USMC. Services will include project management, software design and analysis, software development, programming, debugging, software testing, software maintenance, software installation, cybersecurity, planning budget and execution (PPBE), help desk support and management, document conversion, risk management, software process improvement, quality assurance, system operations support, prototyping, development of system documentation, training, and the design, development, modification, conversion, technology infusion, and maintenance of the system and its subsystems and networks supported by the MCICOM FSB. The contract will include Cost-Plus-Fixed-Fee (CPFF) Level of Effort (LOE) line items for labor and Cost Reimbursable (COST) line items for travel. The estimated period of performance will begin on/or about 9 August 2021 and will include a six (6) month base period, a three (3) month option and a one (1) month option. The total estimated value is $3.6M if all options are exercised. The Government is not seeking responses to this special notice as a synopsis of the proposed contract action is not required in accordance with the exception at FAR 5.202(a)(4).
