The Bureau of the Public Debt, on behalf of the United States African Development Foundation (USADF) intends to solicit and make award for the acquisition of grant audits in Zambia by means of other than full and open competition in accordance with their authority at 48CFR5706 THIS IS NOT A REQUEST FOR QUOTATION. NO RESPONSES WILL BE CONSIDERED. As authorized by statute 48CFR5706, full and open competition is not needed when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief and rehabilitation. USADF's statute includes among its purposes 1. to strengthen the bonds of friendship and understanding between the people of African and the U.S., 2. to support self-help activities at the local level designed to enlarge opportunities for community development, and 3. To stimulate and assist effective and expanding participation of Africans in their development process. In accordance with 48CFR5706.302-70(b)(2), the African Development Foundation (ADF) is engaging only with qualified auditors approved by the United States Agency for International Development (USAID) Office of Inspector General (OIG) with particular skill and expertise related to this requirement, to carry out specific deliverables to support the work of the Agency and help carry out the purposes above.
