Notice of Intent to Sole Source 1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. The Department of Veteran Affairs- Procurement Contract Office East intends to enter into a sole source contract with IntegriGuard, LLC DBA HMS Federal, 1121 N. 102 Court, Suite 202, Omaha, NE 68164-3629 This award is for Insurance Identification and Verification Services for a sole source bridge contract for a base of six (6) months while an Indefinite Delivery Indefinite (IDIQ) contract is being awarded to a Small Business vendor who is able to provide similar services. The NAICS code for this award is 541211 and a size standard of $20.5 million. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE AND WILL NOT BE ACCEPTED AT THIS TIME. A determination not to further compete the proposed procurement is based upon the anticipated award of the contract to a Small Business. Extensive market research was previously performed on predecessor orders to identify the top providers that would be able to provide similar services at a fair and reasonable price. 2. Nature and/or description of the action being approved The action being approved is the award of task order against GSA contract (GS-23F-0150R) on a sole source basis because only one source is capable of providing the services required at the level of quality required, between now and time of award of the IDIQ Contract, because the services are highly specialized. To seek reimbursement from the third party health insurers for the cost of medical care furnished to insured non-service (NSC) Veterans treated for their NSC medical conditions. Total anticipated value of this action is not to exceed $251,871.00. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Acquisition Authority This acquisition is conducted under the authority of the Multiple-Award Schedule Program and FAR 8.405-6(a)(1)(i)(B): For a proposed order with an estimated value exceeding the micro-purchase threshold not placed or established in accordance with the procedures in 8.405-1, 8.405-2, or 8.405-3, the only circumstances that may justify the action are (B) Only one source is capable of providing the supplies and services required at the level of quality required because the supplies or services are unique or highly specialized.
