Description

DOE-SR OCC is responsible for providing legal advice, counsel, and support to the Manager, DOESR and program offices to further the Department's mission of the environmental cleanup of the Savannah River Site (SRS). DOE-SR OCC is faced with several claims in regarding construction of the Salt Waste Processing Facility. The Fox Rothschild firm has worked for DOE in the past providing their expertise in collecting, reviewing, and identifying pertinent documents needed for litigation through their eDiscovery tool. This allowed government attorneys to render legal opinions and offer legal advice to decision makers, in addition to developing positions related to pending litigation. Fox Rothchild will also provide litigation assistance and support to DOE-SR OCC Counsel, including but not limited to case reviews, development of litigation strategy, advice and preparation of draft motions and witness outlines and other legal advice and support necessary for the defense of DOE in these appeals. The use of the Fox Rothschild eDiscovery tool will reduce the man hours spent in OCC reviewing documents and preparing them by hand. Additionally, Fox Rothschild specializes and can ensure that electronic evidence is handled in a legally compliant manner, furthering judicial economy and reducing foreseeable litigation costs to the DOE. Fox Rothschild will evaluate the three appeals and assist OCC with litigation strategy. Fox Rothschild may also assist with briefs and preparation of witness testimony and other tasks needed to arrive at a successful conclusion to the litigation. Awarding to anyone other than Fox Rothschild would take additional time and lead to an unacceptable delay for the current legal preparation needed. Fox Rothschild has the needed expertise in practice before the Civilian Board of Contract Appeals (CBCA) and is familiar with the Savannah River Site because of its previous assistance to NNSA with litigation support. DOE is only soliciting one quote and the period of performance will be one year, with consideration of adding two (2) option years.
