Notice of Intent: 1605DC-19-N-00012 for the Department of Labor (DOL), Office of Workers' Compensation Programs (OWCP), Division of Energy Employees Occupational Illness Compensation (DEEOIC), Central Bill Processing and Mail Room Services. The Department of Labor, OWCP intends to contract using other than full and open competition to provide efficiency and consistency in meeting strategic objectives for the Central Bill Processing and Mail Room Services Project, to ensure continuation Contractor support in accordance with FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). The Contractor shall be responsible for processing bills for three OWCP programs, support prior authorization of services in at least two programs, and respond to inquiries related to medical services from claimants and providers. The Contractor shall interface with the OWCP District Offices and OWCP National Office staff for each program in the performance of these activities. The Contractor shall also be responsible for all inquiries regarding bills and appeals, authorization of services, suspense resolution, provider enrollment and appeals processing. Additionally, the Contractor shall provide a centralized mailroom and imaging capability for OWCP programs. OWCP requires an automated solution for intake of mail, scanning, indexing, inventory tracking and reporting of all activities. Services shall be performed at the Contractor's facility, with capability to divert incoming mail to an alternate facility in case continuity of operations is required under emergency situations. The Contractor shall receive, prepare, sort, image capture, out-sort, data capture, index, and quality check all incoming mail for OWCP programs. Accordingly, the DOL intends to sole source this requirement to Conduent Federal Solutions, LLC, 12410 Milestone Center Drive, Germantown, MD 20876, for a performance period of September 30, 2019 through March 29, 2020, with two (2) six-month option periods. Specifically, Centralized Mailroom and Bill Processing services are essential to OWCP's mission to: (1) support ongoing development and acceptance of injury, illness, disability, and survivor claims; and (2) to continue payments for medical services for tens of thousands of OWCP's Federal Employees' Compensation (DFEC), Coal Mine Workers' Compensation (DCMWC), and Energy Employees Occupational Illness Compensation (DEEOIC) beneficiaries (estimated at approximately $1.3 billion annually). Ongoing services will also allow OWCP to remain compliant with claims processing requirements and timeframes under relevant statutes: Federal Employees' Compensation Act, as amended and extended, 5 U.S.C. 8101 et seq.; Black Lung Benefits Act, as amended, 30 U.S.C. 901 et seq., including 26 U.S.C. 9501; and Energy Employees Occupational Illness Compensation Program Act of 2000, as amended, 42 U.S.C. 7384, et seq. The DOL will award a competitive contract for these services within the eighteen (18) month period of performance of this contract. This is not considered as a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of information received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government.
