Intent to Sole Source

The CFPB intends to issue a Purchase Order to CREDABILITY of Atlanta, GA for Reverse Mortgage data on a sole-source basis. CredAbility will provide a record-level reverse-mortgage counseling dataset, which will provide critical data for the congressionally-mandated Reverse Mortgage Study conducted by the CFPB. The dataset must provide data in eight areas: Provide record-level reverse mortgage counselling information; contain detailed demographic- and financial information about those being counselled, including age, gender, race, marital status, income, existing mortgages, and housing-related expenses; contain third-party, verified information about debts and obligations (data from credit reports); contain follow-up data on persons counselled after a period of time has elapsed fromthe initial counselling session; be reliably matched to FHA data on reverse mortgage borrowers; provide at least three years' of recent data (2009 through 2011); provide sufficiently broad geographic- and demographic representation size; and be available in a standard, computerized data format. In addition, CredAbility has a negotiated data-matching agreement with the Federal Housing Authority (FHA), which is a requirement of this Purchase Order. Firms believing they can provide all eight elements of the dataset required, and that have a data-matching agreement with the FHA are invited to submit a statement of qualifications, outlining their ability to meet the CFPB's requirements.
