Notice of Intent to Award a Sole Source Contract—Bridge Contract for OWCP WHD Operational Support Services

The Department of Labor, on behalf of the Office of Workers' Compensation Programs (OWCP) Wage and Hour Division (WHD), Washington, D.C. intends to negotiate and award a sole source, Labor Hour (LH), Bridge Contract to Enterprise Information Services, Incorporated (EIS, Inc.), 1945 Old Gallows Road, Suite 500, Vienna VA, 22182-3930, under the authority of FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The contract period shall be from May 29, 2013 through November 28, 2013. Awarding a contract to another source would result in unacceptable delays/gaps in service during the time required to issue a new competitive contract. It is the Government's intent to compete and award a new contract within the six (6) month period of performance. The North American Industry Classification System (NAICS) code for this requirement is 518210 with the Size Standard of $25 million. The Department of Labor is procuring Regional/District services to support the OWCP, and Nationwide Operational services to support the WHD. Services are comprised of a wide range of functions including, but not limited to the following: 1. Data entry services involving the functions necessary to support the adjudication of claims, payment of medical bills and payment of compensation 2. Mail/Mailroom support 3. Data preparation services involving the review and mark up of a variety of input documents 4. Clerical services - involving the review, verification, validation and tabulation of data for a variety of functions 5. Copying services and other clerical support services 6. Imaging Services, including document preparation, scanning, indexing, and verification of input documents that are converted to an electronic form THIS NOTICE IS NOT A FORMAL SOLICITATION. THIS NOTICE IS NOT CONSIDERED A REQUEST FOR PROPOSAL (RFP). NO SOLICITATION DOCUMENT IS AVAILABLE AND TELEPHONE REQUESTS WILL NOT BE HONORED. No contract will be awarded on the basis of information received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government.
