The U.S Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Dun & Bradstreet, Inc. for commercial business information data which includes: historical DMI layout, Lat/Long/Accuracy/NAICS append, custom file creation, three (3) consulting days, 6,700,000 records and two (2) archive periods 2013 and 2018. The procurement of this Commercial Business Information Data is recommended to be processed without full and open competition. Dun & Bradstreet is the only know commercial source for this proprietary information that has been used for previous versions of the Environmental Quality Index (EQI). The EQI provides ¿snapshots¿ of environmental quality over time. For consistency and to allow for reasonable comparisons at the various timepoints, the same data source, using the same decision criteria, must be used for this project. Therefore, since this unique proprietary information is sold by only one commercial source, it is recommended that this purchase be placed without competition. EPA believes Dun & Bradstreet, Inc., is the only vendor capable of providing the above referenced item. The circumstance permitting is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". All interested parties who believe they can provide the required item/services should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored.
