Special Notice Special Notice Page 3 of 3 Special Notice *= Required Field Special Notice Page 1 of 3 NOTICE OF INTENT TO AWARD SOLE SOURCE Department of Veterans Affairs, VA Medical Center, 50 Irving Street, NW, Washington, DC 20422 intends to award a sole source contract award to Federal Radio Service Corp, 1202 Technology Park, Aberdeen, MD 21001. The period of performance will be from May 1, 2023 to April 30, 2024 with four (4) Option Years. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by April 18, 2023, 1:00pm (EST). Responses shall be submitted via e-mail to

STATEMENT OF WORK FEDERAL RADIO This Statement of Work covers the Wave Two-Way Radio service communication necessary to supply required to support maintenance staff in the Washington DC VA Medical Center. The contractor shall provide the Department of Veterans Affairs Medical Center, 50 Irving Street, N.W., Washington, D.C. 20422 trunked radio communication service. The contractor shall provide two-way voice radio service to support the needs of the VAMC Facilities Management Service. The radio system and frequencies shall be provided and managed by the contractor. This radio communication service shall be provided in accordance with the NTIA contract technical requirements. The contractor shall provide radio coverage at the Department of Veterans Affairs Medical Center located at 50 Irving Street, N.W., Washington, D.C. 20422 for property and buildings. Any additional antennas required to achieve radio coverage is the responsibility of the government. The trunked radio service shall be provided (24) twenty-four hours a day and (7) seven days a week. Any calls for repair of the radio system shall be responded to within (8) eight hours. The contractor shall provide telephone technical and operation support service and on-site technical service as required affecting any repairs. The radio service shall be billed per radio unit monthly. This contract will cover a base year plus four additional years of services. Scope of Work: The contractor shall include all supplies and equipment necessary to make repairs and ensure the airtime frequency is fully functional. The cost of repairs or general maintenance service calls and/or request will be covered under this service agreement. While this service agreement is in effect the DCVA Medical Center will incur no expense for such service calls, maintenance requests and/or repairs, unless otherwise agreed to by the DCVAMC. DELIVERY AND INSTALLATION Performance Period: The contractor shall complete the work required under this SOW in calendar days or less from date of award, unless otherwise directed by the Contracting Officer (CO). If the contractor proposes an earlier completion date, and the government accepts the contractor s proposal, the contractor s proposed completion date shall prevail. Work at government site shall not take place on federal holidays, or weekends unless directed by the Contracting Officer. Personnel Policy: The contractor is responsible for maintaining proper license and permits required by local, state, and federal law to carry out the security service functions required under this service agreement.
