**NOTICE OF INTENT TO SOLE SOURCE** This is a Notice of Intent to Sole Source published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of an open market sole source award for VISN 5 requirements for a system hardware/software upgrade to the existing Point of Care (POC) testing data management system, Remote Automated Laboratory Systems (RALS) Data Management System (DMS). The proposed POC testing data management system will provide an interface between Point of Care Device and the Laboratory Information System through HL7 messaging and includes download site licensing the analyzers. Abbott to support the Department of Veterans Affairs, VISN 5. The role of RALS is to manage point of care devices, veteran personally identifiable information and associated lab test results in a secure compliant integration with IT infrastructure. Test results are charted to CPRS through HL7 messaging. This SOW is to provide information for an HL7 interfaced module for the Becton Dickinson (BD) Veritor, Roche Coagulation, Abbott i-STAT, Roche Accu-Chek Inform II, IL Hemochron Signature Elite, NOVA StatStrip Glucose and Afinion AS100 & Afinion 2. This upgrade shall ensure safe and reliable interface with patient data while meeting all privacy requirements, security requirements, safety requirements, industry standards and regulations. This shall be completed to ensure maximum uptime with minimal impact on patient care in accordance will all safety requirements and manufacturer specifications. The software shall be specific for current and future instrumentation used for laboratory POC testing. The vendor shall install all needed instrument management files and drivers to current standards and regulations necessary for interfacing patient data to CPRS/VISTA. The vendor shall also support future migrations to Cerner. This statement of work does require the contractor to have access to VA sensitive information such as IP addresses and network information and may require the contractor to encounter patient information. VA will provide virtual servers for both application and database instances required per vendor provided technical documentation/requirements.
