@RISK Professional Software Subscription Renewal

Pursuant to Federal Acquisition Regulation (FAR) subpart 13.106-1(b), Soliciting from a single source the U.S. Nuclear Regulatory Commission (NRC), Office of Nuclear Material Safety and Safeguards (NMSS), intends to issue a sole source purchase order to Palisade Company, LLC, 130 East Seneca Street, Suite 505, Ithaca, New York, 14850 under the authority of Federal Acquisition Regulation subpart 13.106-1(b)(1)(i) for @RISK Professional software renewal. NMSS is responsible for the licensing and regulation of facilities and materials associated with the processing, transport, and handling of nuclear materials, including uranium recovery activities and the fuel used in commercial nuclear reactors. The project aims to fulfill the programmatic need for risk analysis software licenses. The @RISK Professional for Excel software provides Monte Carlo simulation capabilities, allowing users to access and analyze various types of risks in their projects or decision-making processes. The NRC proposes to enter into a sole source arrangement with Palisade Company, LLC for its software, because no other contractor can provide this software because of its proprietary nature. Their expertise in developing and delivering risk analysis software, specifically tailored for Monte Carlo simulation, aligns closely with the NRC’s needs. Palisade Software LLC has a proven track record of delivering high-quality software solutions, ensuring that the NMSS personnel possess the necessary knowledge and experience to meet the organization's requirements. The Period of Performance shall be a Base Period from August 11, 2023 through August 30, 2026. The total estimated value of this purchase order is approximately $41,391.00. The applicable North American Industry Classification System (NAICS) code for this acquisition is 513210 “Software Publishers” . The Government intends to solicit and negotiate directly with the Palisade Company LLC, and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirements, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirements. Additionally, in order to perform work for the NRC, potential sources must be free of conflict of interest (COI). A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
