This government requirement, if solicited, would be advertised as an “Unrestricted” procurement with provisions and clauses in effect through Federal Acquisition Circular 2005-41 dated April 13, 2010. Programs must be provided on videotape (BetacamSP or DigiBeta), or other agreed upon media, along with US broadcast/cablecast dates and synopsis for each program. AFN will distribute the programming by encrypted, digitally compressed satellite transmission system (currently Scientific Atlanta's PowerVu Plus (MPEG-2)) and/or by mail to authorized AFN television outlets outside the contiguous United States for their non-commercial distribution/presentation via television broadcast frequencies, encrypted, digitally compressed satellite transmission, and/or limited closed-circuit distribution systems. This “Notice of Intent” is not a request for competitive offers/quotes. A determination by the Government to compete this solicitation will be based upon responses to this notice at the sole discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
