Special Notice 366th Contracting Squadron, Mountain Home AFB, Idaho, intends to solicit and award a sole source one time, firm fixed price purchase order(Base year + 2 options) to Owyhee County Highway District #3 for a range roads maintenance agreement for Mountain Home AFB, Idaho. Statutory authority for this sole source purchase is Title 10.U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1. Applicability of authority: As stated in the Juniper Butte Range Withdrawal Act, PL 105-261, Section 2911, 17 October 1998, the Air Force will enter into agreement with the Owyhee County District, under which the Air Force shall pay the costs of road maintenance incurred by such district that are attributable to operations of the Department of the Air Force associated with the Juniper Butte Range. Other relative authority includes DoDI 4000.19, Interservice and Intergovernmental Support, 9 Aug 95; AFI 25-201, Support Agreements Procedures, 1 May 2005. The requirement consists of 1 Line Item: (0001) 1 Year: Owyhee County Road Maintenance: Contractor shall provide all management, trained/skilled employees, labor, equipment, materials, tools, process to maintain gravel roads and asphalt roads accessed by Mountain Home Range Complex.. The applicable NAICS code is 488490 with as size standard of $7.0 million. Any interest party, other than Three Creek Highway District, that feels they can satisfy this requirement must identify their interest, experience, and capability to satisfy the requirement no later than 5 days after the posted date of this announcement.
