This contract requirement is to allow special agents the ability to utilize toll roads without limitation or interference, providing a single method to travel on and pay for the use of these toll roads to conduct fieldwork for background investigations. The estimated volume pricing, including a 12-month base period and two (2) 12-month option periods, is $521,037.25. The intent of this notice is to provide the pre-solicitation information required by FAR 5.2 Synopsis of Proposed Contract Actions. The Defense Counterintelligence and Security Agency (DCSA) intends to solicit and negotiate with only one source under the authority Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 as implemented by FAR Subpart 13.5. DCSA has a requirement to contract with Bestpass, Inc. in order to meet federal investigative standards as it pertains to the background investigation (BI) process. The purpose of this action is to inform the industry of DCSAs intent to sole-source a contract with Bestpass, Inc. The applicable NAICS code for this requirement is 488490 "Other Support Activities for Road Transportation" with a business size standard of $8M.
