V--Presolicitation Notice for Ice Harbor Dam Navigation Floating Bulkhead Installation and Removal for Upstream Gate Pin Repair

Description of Requirement: This synopsis is not a request for quotes or proposals. Contractor shall provide all equipment and labor necessary to safely move one floating bulkhead from the downstream floating bulkhead slot in the navigation lock to the upstream floating bulkhead slot in the navigation lock. Once in position, Government personnel will submerge the floating bulkhead into the slot. The contractor is required to stay onsite once the floating bulkhead has been installed to insure that the bulkhead maintains a proper seal. This may require removing the bulkhead from the slot and reinstalling the bulkhead into the slot to assure a proper seal. Government personnel will notify the contractor when a proper seal has been accomplished and the contractor can leave the site. After Upstream Gate Pin Repair work is completed the contractor shall provide all equipment and labor necessary to safely move one floating bulkhead from the upstream floating bulkhead slot in the navigation lock to the downstream floating bulkhead slot in the navigation lock. The contractor is required to stay onsite once the floating bulkhead has been installed to insure that the bulkhead maintains a proper seal. This may require removing the bulkhead from the slot and reinstalling the bulkhead into the slot to assure a proper seal. Government personnel will notify the contractor when a proper seal has been accomplished and the contractor can leave the site. The contract period of performance is 1 FEB 2011 - 8 FEB 2011. Type of contract planned is firm fixed price. Anticipated award date is 1 FEB 2011. Closing response date: 7:00 AM PST, Monday, January 31, 2011. Conducting Business with the Government: In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the Central Contractor Registration (CCR). All Offerors must be CCR registered prior to receiving an award. Registration instructions may be obtained, and online registration may be accomplished, at www.fbo.gov. By submission of a quote, a vendor acknowledges the requirement to be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from the solicitation. Prior to quoting, it is preferred that vendors complete the Online Representations and Certifications (ORCA), which requires CCR registration including an MPIN number.
