Description
Barge transportation services between Stehekin and Chelan, WA, and points in between, of materials, supplies, bulk fuel, vehicles, and equipment for NPS operations and special projects. Stehekin is a remote community located at the head of Lake Chelan. No roads connect Stehekin to outside sources of supplies and materials and all such items must be transported approximately 50 miles via boat or barge. NPS will award a non-competitive requirements contract using a firm-fixed price schedule and pay for actual services received. A signed JOTFOC is on file; the contents are: JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION for SIMPLIFIED ACQUISITIONS OVER $3,500 AND UP TO $150,000 (FAR 13.106-1) 1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost): Drayage services (transportation by barge) to and from Stehekin and Chelan, WA and points in between, of materials, supplies, bulk fuel, vehicles, and equipment for NPS operations and special projects. Stehekin is a remote community located at the head of Lake Chelan. No roads connect Stehekin to outside sources of supplies and materials and all such items must be transported approximately 50 miles via boat or barge. NPS will award a non-competitive requirements contract using a firm-fixed price schedule based on square-footage of deck space used, ease of handling, etc.; payment will be made based on actual services received. Prices will be comparable to those charged to the public and community members. Total cost for fiscal year 2016 is expected to be between $10,000 and $50,000 and will not exceed the Simplified Acquisition Threshold ($150,000). The contract year runs November 1 through October 31. Annual costs during the recent past are: FY15 $35,000 actual through 9/30/15 plus estimate for October 2015 FY14 $86,854 increased use due to wildfires and rock hauling FY13 $40,700 FY12 $28,750 FY11 $67,173 increased use due to hauling rock for road repairs and re-routes FY10 $98,306 increased use due to wildfires FY09 $44,653 FY08 $34,178 2. A Special Notice for this action will be posted at FBO, and any information received in response will be taken under consideration by NPS. Local knowledge of the vendor pool indicates this is the only viable service. 4. If this is a determination for sole source, the Contracting Officer certifies: a. Only one source is available, or urgent and compelling circumstances exist. b.
