Notice of Intent to Sole Source - Aircraft Disply & Flight Program Performance Services

The USAG Wiesbaden has a requirement for aircraft service to support the Berlin Airlift 70th Anniversary event on Clay Kaserne in Wiesbaden Germany on 10 and 11 June 2019. Based on the specific types of WWII period aircraft and the number of those aircraft that are required to support this event, the 409th Contracting Support Brigade intends to establish a Sole Source direct contract with the Luftbrueke Berlin 70 e.V. The Luftbrueke Berlin 70 e.V. will coordinate with independent aircraft owners and facilitate set-up/take-down of static display aircraft and to execute a flight program in support of the Berlin Airlift 70th Anniversary celebration at USAG Wiesbaden. The Luftbrueke Berlin 70 e.V. will provide 16 aircraft for a static display and 11 aircraft for a flight program. The flight program will consist of a precision parachute jump, close formation flight demonstrations, and a simulated low-level tactical airdrop ("candy drop"). While the airshow and static display will be open to the public on 10 and 11 June, the Luftbrueke Berlin 70 e.V. will arrive on site to stage and clear customs for the following days airshow on 9 June 2019 and will not depart the airfield until 12 June 2019 after the conclusion of the 2-day event. The Small Business size standard is not applicable to this requirement as services will be provided OCONUS. Interested parties who believe that they could satisfy the requirements listed above for USAG Wiesbaden should clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
