Emergency Support Function 13

Emergency Support Function 13 (ESF 13) Consideration of award will be limited to contractors capable of providing supplies or services in an expeditious manner in direct support of ESF 13 operations. Given the rapid nature of how emergencies unfold, consideration of award will normally be limited to a single contractor (per item acquired) during a declared emergency. 41 U.S.C. 3304(a)(2). The need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless ATF is permitted to limit the number of sources from which it solicits bids or proposals. ESF 13 is deployed as a legislative mandate resulting from a Stafford Act declaration by the President of the United States. In order to meet this mandate, ATF must take immediate action to provide public safety and security support. The emergency situations are unpredictable in timing and scope. Any delay may result in the loss of life.
