General Information 1.0 Introduction: The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires access to the AORN Perioperative Standards and Recommended Practices subscription via the Internet. The subscription will be accessed by all 153 VA Medical Centers (VAMCs) for common access to patient care. The rationale behind the value of this manual is that VHA National Program Office for Sterile Processing has identified this resource as authoritative, up to date, relevant, and the best practice by industry standards to the needs of ensuring the delivery of safe patient care. Performance Period: 1 year subscription with 4 option years. 1.1 Objectives To make available VA-wide and to all 153 VAMCs access to this online resource to support direct patient care activities of VHA. 2.0 Scope of Work: Site license for the Department of Veterans Affairs to the AORN Perioperative Standards and Recommended Practice The Perioperative Standards and Recommended Practices contains the AORN approved standards, recommended practices, guidelines, and guidance statements. These comprehensive documents reflect the perioperative Registered Nurse (RN's) scope of professional responsibility and provide essential information for the delivery of safe patient care and a safe work environment. They guide perioperative nursing practice while allowing for flexibility and adoptability in all settings where surgical and other invasive procedures are performed. The PeriOperative Standards and Recommended Practices contains the AORN approved standards, recommended practices, guidelines, and guidance statements regarding the reprocessing of reusable medical equipment (RME). The proper reprocessing of RME is crucial for the safe delivery of surgical care to Veterans. Sterile Processing Service personnel rely on up to date information in order to ensure the safe reprocessing of RME. This is also in keeping with the principles of ISO 9001, standardization of documentation and processes which VHA has begun to implement. The AORN PeriOperative Standards and Recommended Practices in conjunction with the Association for the Advancement of Medical Instrumentation (AAMI) ST-79, Comprehensive Guide to Steam Sterilization and Sterility Assurance in Health Care Facilities form the foundation of Health Care Facility Sterile Processing Services. VHA National and local policy makers rely on these documents when developing policy governing the reprocessing of RME. 2.2 Information Quality 2.2.1 Information is accurate, authoritative, and relevant 2.2.2 Authors and sources are well recognized subject experts in their fields. 2.2.3 Topics are presented succinctly, but with adequate detail to be useful to clinicians. 2.2.4 "Best practice" or evidence-based information is included in recommendations for diagnosis or therapy. 2.2.5 Policies for determining validity and standards for inclusion of material are well described. 2.2.6 Guidelines and summaries include references or sources. 2.2.7 When necessary to the topic, images, tables and diagrams are available and clearly shown. 2.3 Usability 2.3.1 Navigation within the system is logical and is easy to use. There is fast access to topics and subtopics. Topic linking or indexing retrieves material of high relevance quickly. 2.3.2 The product has "user friendly" help and direction aids. 2.4 Currency 2.4.1 The date a topic was last reviewed for content is stated and easily found. 2.5 Access, content, support 2.5.1 Product is 508 compliant. (http://www.section508.gov/) 2.5.1.1 If product is not 508 compliant, vendor must describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. OR 2.5.1.2. If product is not 508 compliant and vendor must describe why no work is being done to make it 508 compliant. 2.5.3 An unrestricted number of simultaneous users are to have immediate access from any web-enabled computer throughout VHA. It is required that all authorized remote users (with VPN, dial-up, wireless, etc. access) have access to the product through any VA networked computer and/or CPRS. A username and/or password option must be offered for remote users if needed. 2.5.4 The product is compatible with most standard web browsers, which have cookies enabled. To insure privacy, the product uses session cookies rather than persistent cookies. 2.5.5 The product is compatible with the Windows environment. 2.5.6 All site content and support of the web site is the responsibility of the contractor. This includes tech support to VHA users nationwide. 2.5.7 System downtime is minimal and VA project manager is notified when such occurs. 2.5.8 Topics are easily printed. 2.5.9 The product's licensing agreement must permit free use for educational purposes of all pictures and graphics. 2.5.10 Single point of contact for customer service issues is assigned to VA 2.5.11 Technical/access questions are acknowledged by COB next business day. This is not an A&A contract so no medical advice other than what is provided in the online resource will be provided by the staff of AORN. 2.5.12 Usage statistics are available to the system administrator on an enterprise level. 2.5.13 The product should be accessible via a variety of Personal Digital Assistant (PDA) platforms including the Blackberry. 2.5.14 Graphics, pictures, and/or images that are searchable are highly desirable. 2.5.15 The contractor should offer training services. On an as requested basis, and no more than on a quarterly basis, training session (web-based or live) will be set up to train VHA staff on use of the product Training will be limited to explaining what content is available on the site and how to navigated the searching interface to locate information. Specific training on the actual procedures is excluded from this training requirement. 2.5.16 Availability of usage statistics at an IP level is highly desirable. 2.5.17 Topics can be emailed among VHA colleagues.
