SPECIAL NOTICE ACTION CODE: PRESOLICITATION CLASSIFICATION CODE: 65 MEDICAL SUPPLIES SUBJECT: REAGENTS KITS RESPONSE DATE: MARCH 31, 2016 CONTACT POINT: PRISCILLA ABALOS 301-594-5918 DESCRIPTION: Office of Purchasing and Contract (OPC) intends to award a sole source Purchase Order to Government Scientific Source. The primary purpose of this announcement is to identify all potential sources regardless of organization, type and size classification and determine their capabilities to fulfill a potential Government requirement. Order will result in a firm fixed price Order for SIEMENS HEALTHCARE DIAGNOSTICS to procure reagents kits for analyser currently used .The kits and accessories permit the analysis of cells that undergo expansion in ex vivo culture. In addition, it allow for the detection of low red and white blood cell counts which are needed for cell counting of FDA licensed red blood cell and platelets, the approval of supplies is required for ongoing NIH Clinical Center community patients care for which the Government intent to solicit and negotiate with only one sole source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of statements, proposal or quotations. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation or additional information will be made available with regards to this sole source notice. Sole source determination is based on the following Siemens Health Care is the only authorized distributor of the reagents in conjunction with the Analyser currently being use at the clinical Center patients and manufactured by Food and Drug Administration (FDA) investigation of the product. There is no other supplier for this requirement. The intended procurement will be classified under North American Industry Classification System Code 424210 The requirement is being processed in accordance with the simplified acquisition procedures as stated in FAR 13.106-(b)(1).
