Notice of Intent to Award a Sole Source Contract The National Capital Region Contracting Center (NCRCC), on behalf of the U.S. Army Center for Substance Abuse Program (ACSAP), intends to award a sole source contract under the authority of 10 U.S.C. 2304(c) (1) FAR 6.302-1(a) (2) (ii) (B) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements., to Life or Death Playing Cards, P.O. Box 3134 San Luis Obispo, CA 93403. They provide customized decks of playing cards containing antidrug messages along with positive drug informational messages. The ACSAP will provide all artwork/imaging and/or logos necessary to the contractor immediately upon all approvals being granted for the customization and purchase of the playing card decks. Life or Death Playing Cards is the only vendor available that has the requisite experience and skill set needed to give the ACSAP what they need to help the Soldiers. This action will result in a Firm-Fixed Price contract. This notice of intent to award a sole source contract is not a request for competitive proposals. This sole-source contract was limited to the least amount of time necessary to obtain full and open competition as soon as possible. Phone calls will not be accepted.
