The Department of Veterans Affairs Medical Center, Richmond, Virginia intends to negotiate a sole source procurement with Instrumentation Laboratory for cartridges for the GEMS 4000. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. Only one responsible source and no other supplies will satisfy the requirements. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes that it can provide the required cartridges may give written notification to the Contracting Officer within 5 days from the date of publication of this notice. Supporting evidense must be furnished in sufficient detail to demonstrate the ability to provide the cartridges. Information shall be e-mailed to

A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information will be considered solely for the purpose of determining whether to conduct a copmetitive procurement.
