This is a notice of intent to issue a sole source award to Windward Enterprises, 516 N. Browns Cove RD, Ridgeland, SC 29936 for the M939A2 ABS Stabilization Kits. The authority cited is 10 U.S.C. 2304 (c)(1), FAR 6.302, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The reason for this determination is: This is a DLA supplied item through TACOM that is unavailable through internal procurement procedures at this time, but is still available for procurement direct from the originating vendor. This agency is required to procure this item at the earliest time available due to mission requirements. The Government will only favorably consider and evaluate offers that unquestionably and clearly demonstrate the offerors ability to provide the upgrades and installation with absolutely no degradation in performance of the system.
