The United States Department of Agriculture (USDA)/Animal Plant Health Inspection Service (APHIS)/Veterinary Services/National Veterinary Services in Kansas City MO intends to award a sole source Purchase Order to Bunzl Processor Distribution, LLC/ SAM: T2CVHHABXYD3/ CAGE: 82544, for the purchase of Super Heavy Duty Cylindrical (SHDC) Stunner, Parts JARVIS (brand) and Hog Snares to be used for depopulation of swine during African Swine Fever Response in the U.S. and Puerto Rico. The U.S. National Veterinary Stockpile (NVS) is the nation's repository of critical veterinary supplies, equipment, and service resources. It exists because of the nation’s concern after 9/11 that terrorists could release animal diseases of catastrophic proportions that would deplete State and local response inventories, generate surge requirements that would overwhelm commercial sources, and prevent unaffected States from providing significant help for fear of the threat crossing their borders The NVS deploys equipment, materials, supplies and services to respond to animal health emergencies and to assist states with their responses. The statutory authority permitting other than full and open competition is: 41 U.S.C § 1901 - Simplified Acquisition Procedures up to $7.5 million, as authorized by FAR 13.500(a) and implemented by FAR 13.501(a). Brand name justification publication in accordance with FAR 5.102(a)(6). The property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency. Bunzl Processor Division, LLC SAM ID: T2CVHHABXYD3/ CAGE: 82544 is the exclusive distributor of the JARVIS (brand) hand held stunner line in the United States. NVS has procured captive bolts from this vendor previously under five year IDIQ Contracts AG-6395-C-11-0138 and AG-6395-C-16-0210, and currently under IDIQ Contract 12639522D0060. Although the items being purchased are not listed on the current IDIQ contract; This is the only captive bolt product of its kind utilized for NVS depopulation of Swine, Cattle and Bulls. The JARVIS (brand) captive bolt is the only system that responders have received training and certification to operate. The National Veterinary Stockpile currently has 300 of these Universal (briefcase/pistol grip style) Captive Bolt Kits in inventory. Procuring the same captive bolts systems will ensure consistency across the agency. The captive bolts will be utilized by trained and certified agency response personnel and secured with the Incident Management Team during a national emergency for depopulation.
