J--Intent to Sole Source to GE Medical System for the upgrade to GE Carescape Gateway for the Jesse Brown, IL VAMC

The Department of Veterans Affairs, SAO Central, NCO12 - Milwaukee, WI, intends to award a sole source commercial purchase order in accordance with FAR Parts 12 & 13. The North America Industry Classification System Code [NAICS] is 339112 and standard is 500 Employees. The government has determined that GE Healthcare is the only source that can satisfy this agency requirement. Contractor shall provide software upgrade, maintenance, and support from the Aware Gateway to Carescape Gateway at the Jesse Brown VA Medical Center. All responsible sources may submit a response, which if timely received, will be considered by The Department of Veterans Affairs, SAO Central, NCO 12 - Milwaukee, WI. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. Under Statutory Authority 41 U.S.C. 253(c)(1), the VA Great Lakes Acquisition Center anticipates entering into sole source procurement negotiations with GE Healthcare. This announcement is for services for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1. The above authority is cited and justification made based on the determination that the Government's minimum needs can only be satisfied for supplies/services available from one source. This notice of intent is not a request for competitive proposals. Other persons may identify their interest and capability to respond to this requirement by June 17, 2014 by 2:00 PM CST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. All interest received on or before June 17, 2014 will be evaluated by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitations documents are available and telephone requests will not be honored. Any company that feels they can meet the needs of the Government must submit their technical data (10 pages or less) to support their claim. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large) and DUNS Number. 2) Provide a Statement of Capability that demonstrates the offeror's past performance in providing this type of service.
