Air Traffic Control Tower Shades

NOTICE OF INTENT: The 902d Contracting Squadron at Randolph AFB intends to award a firm-fixed-price contract on a Sole Source basis to Plastic-View ATC, INC. for the purchase of items listed below in the Description of Supplies. The proposed contract action is a commodity for which the government intends to award to one source under the authority of Federal Acquisition Regulation (FAR) 13.501. Individuals/firms may identify their interest and capability to respond to this requirement or submit proposals. However, a determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any expenses incurred by an individual /firm in response to this notice will not be reimbursed by the government. The Sole Source nature of this requirement is based on the vendor being the only known source able to completely meet the terms of the requirement, see Sole Source Justification below. Note: Based on circumstances surrounding previous purchases of this nature, the government may request past performance information for firms expressing an interest in this requirement. Description of Supplies/Services: CLIN: 0001 Description: Purchase and install new Air Traffic Control tower window shades at Randolph AFB/ East control tower in accordance with the USAF Air Traffic Control Tower & Radar Approach Control Facility Design Guide and FAA-ANI-300-380. QTY: 12 EA CLIN: 0002 Description: Purchase and install new Air Traffic Control tower window shades for USAF / Sequin North ATCT in accordance with the USAF Air Traffic Control Tower & Radar Approach Control Facility Design Guide and FAA-ANI-300-380 . QTY. 23 CLIN: 0003 Description: Purchase and install new Air Traffic Control tower window shades for USAF / Sequin South ATCT in accordance with the USAF Air Traffic Control Tower & Radar Approach Control Facility Design Guide and FAA-ANI-300-380. QTY. 23 Sole Source Justification: In accordance with the above referenced publications, shades shall be "See-Thru Window Shades as manufactured by Plastic-View Inc." or an FAA approved equal. The publications also set forth specific standardized guidelines that must be adhered to for the material, fabrication, transportation, and installation of the shades. Previous efforts to supply/install shades produced less than desirable results and the shades had to be replaced sooner than anticipated. Thus, the reason for the sole source is to ensure all phases of the requirement comply with the intent of the aforementioned publications.
