NOTICE OF INTENT TO AWARD A BRAND-NAME SOLE SOURCE CONTRACT NAVSUP Fleet Logistics San Diego (FLCSD) intends to award a Sole Source contract to SAFE BOATS INTERNATIONAL LLC, Bremerton, WA 98312-4921 for QTY 8 UNIT EA of EZ Loader 9000# Alum for MSF, NATO Plug, TIAMSF 25 900 D3X in support of Navy Expeditionary Combat Command Pacific, Pearl Harbor, HI 96860. SAFE BOATS INTERNATIONAL is the sole distributor of this requirement. FLCSD will use Simplified Acquisition Procedures and Other Than Full and Open Competition. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The proposed contract action is for a brand name sole source. The brand name and model number of the product(s) are: EZ Loader 9000# Alum for MSF, NATO Plug, TIAMSF 25 900 D3X. In accordance with FAR 5.102(a)(6), the required justification documentation is attached (See Note 22). This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 9 am 26 May 2015 PST via email to
[email protected]. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government. NOTE 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
