The Navstar Global Positioning System (GPS) Wing (GPSW) will host Military GPS User Equipment (MGUE) Industry Day #1 on 23 and 24 January 2008. The GPSW will develop to projection ready status and include production options for MGUE multiple contractual efforts. The contractual efforts will be for separate form factors to meet the requirements of the lead platforms and fielding service. The goal of MGUE is to develop M-code capable receiver form factors to production ready status for lead platforms in each of the domains identified in the Joint Requirements Oversight Council (JROC) approved MGUE Capability Development Document (CDD). The receivers currently identified will be used in Ground, Air, Maritime, and Space applications as well as a common Hand-held unit. Additional contractual efforts or spiral developments may be required as other common requirements are identified. MGUE will implement a Global Positioning Systems Wing (GPSW) controlled security certification process, reduce unit and lifecycle costs, and provide a competitive multi-vendor environment for MGUE production. The GPSW will establish procurement contracts for common form factors and synchronize MGUE with the GPS space and control segment modernization. The purpose of Industry Day #1 is to provide the GPSW overview of MGUE as well as overviews of lead platform modernization. The MGUE overview will include program priorities, an acquisition strategy update, the MGUE engineering and integration approach, an overview of the Statement of Objectives (SOO) and a roadmap to get to contract award. As part of Industry Day #1, Primary Contractor Teams will be afforded an opportunity to meet with the GPSW one-on-one. The purpose of the Ombudsman is to receive and communicate concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsmans role is not to diminish the authority of the program director or the contracting officer but to advocate an offerors concern on a non-attribution basis.
