Description
The Space and Missile Systems Center (SMC) Developmental Planning Directorate (XR), Conventional Strike Missile (CSM) Project Office intends to modify the existing Payload Delivery Vehicle (PDV) contract, FA8814-08-C-0003, to add fabrication, delivery, and flight test support of a hypersonic payload delivery vehicle. This PDV will be manufactured in accordance with the Hypersonic Test Vehicle (HTV)-2 design developed for the FALCON program by Lockheed Martin and modified to accommodate a weapon. This vehicle must be ready for a 2012 flight demonstration. The modification for this effort will be issued to the incumbent contractor, Lockheed Martin Corporation, Valley Forge, PA. The contractor will perform design modification, fabrication, delivery, and flight test support of a hypersonic payload delivery vehicle. The first two flights under the FALCON program will be used to qualify the payload delivery vehicle's structural design specifications, avionics, and flight software. The HTV-2 is under final assembly and scheduled to fly in CY2009. The Government has determined that no qualified parties exist or can exist to meet project requirements other than Lockheed Martin. The basis for lack of competition is Federal Acquisition Regulation 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" due to unacceptable delays and duplication of costs.
