The Government intends to solicit and negotiate with only one source, Marvel-Aero International 20381 Lake Forest Drive, Suite B3, Lake Forest, CA 92630. The procurement will be conducted on a sole source basis in accordance with the statutory autho rity of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1.under the authority of FAR 13.106-1(b), for twenty-one (21) each Portable Power Units (Coolspool 29) and six (6) each Quick Charge Units (PS 80). The basis for restricting competition is because Marvel Aero International is the sole distributor for the Powervamp Coolspool 29 and PS 80. Power units are required to have the following physical, functional, and performance characteristics: Power rating 28 to 29.5 VDC at 30 AMPs; Sealed Lead Acid B attery; Unit must be Hazmat Certified for international air shipments; Weight under 65 lbs.; Height under 15 ; Length under 20 ; Unit must be Dual Voltage capable for recharge from 110/220VAC at 50/60HZ; Recharge Rate under four hours from a zero voltage c ondition to a fully charged state; Digital Volt meter; Unit must be user friendly and maintained at the lowest possible level in austere environments worldwide; Worldwide support network for parts availability and repairs as needed; Ability to Daisy Chain or Gang units together to provide consistent and stable power source when needed for extended fault isolation are a necessity; Unit must be made of Steel construction; Covered terminals; and System must operate with no degradation in heat exceeding 125 de grees F and cold reaching -20 degrees F. The NAICS code for this procurement is 336413 and the small business size standard is 1,000 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and O pen Competition and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than 25 September 2007. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government.
