59--The Nashville District U.S. Army Corps of Engineers intends to sole source a firm-fixed price contract to American Governor Company, 27 Richard Rd., Ivyland, Pennsylvania 18794, under the authority of FAR 6.302-1(a)(2)(iii).

The Nashville Districts Operations Division utilizes Woodward type mechanical cabinet actuator style governors for all twenty-eight of its' main generating units. This is original equipment, installed between 1948 and 1977. Barkley Power Plant in Kuttawa, Kentucky, has four generators with two Governor Unloaders on each unit, one for each dual screw pump. The use of equipment other than American Governor's electronic unloader for this purpose would likely require a substantial duplication of cost to the Government, since the spare inventory currently maintained by the Nashville District would have to be supplemented with additional components that are not compatible with the other sites. The Nashville District will purchase four Electric Unloader Kits for dual 8-bolt flange screw pumps. Each kit replaces the Pump Pilot Valve and Unloader Switch and controls the starting, stopping, loading, and unloading of the pump. The kit replaces the Pump Pilot Valve Assembly and Unloader Switch for dual Screw Pumps at Barkley Power Plant. This is not a request for competitive proposals. However, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No requests for capability briefings will be honored as a result of this notice.
