This notice is being re-posted and published in accordance with the Federal Acquisition Regulation (FAR) Subpart 5.203 regarding publicizing and response time for the proposed contract actions. This is a Notice of Intent to award a sole source contract and is not a request for competitive quotes/proposals. The Government has extended the period of performance (PoP) from one (1) base period with two (2) option periods to one (1) base period with four (4) option periods which brings the authority from FAR Part 13 to FAR Part 6. The Defense Logistics Agency (DLA) Contracting Services Office at Fort Belvoir (DCSO-F) intends to issue a sole source, firm-fixed-price (FFP) contract to receive services for the management and storage of Polyacrylonitrile (PAN) Carbon Fibers. DLA Strategic Materials intends to award a single, FFP contract to store, maintain, and rotate their inventory of PAN carbon fibers. PAN carbon fibers are classified as synthetic fibers for use in defense and aerospace applications. These synthetic fibers are not of the type used for textile applications. DLA Strategic Materials has the following types of PAN carbon fibers in the NDS inventory: T800H and T1000G (a high-strength, intermediate modulus fiber), M46J (a high modulus fiber), and M55J, M60J-6K and M60J-3K (ultra-high modulus fibers). These six fibers are produced only by Toray Industries, Inc. in Japan and imported by Toray USA. They are critical constituents for use in advanced composite materials. A contract will be awarded to Toray Composite Materials America (CMA), Inc., of Tacoma, WA. Toray CMA, a subsidiary of Toray Industries, Inc., in Japan, is authorized to provide Toray Industries PAN carbon fibers. Toray Industries, Inc. will produce the fibers in Japan and store the materials in the United States. However, all responsible sources may submit a Capability Statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. The Government shall not reimburse interested sources for any information provided. No request for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
