61--Repair of two gas circuit breakers at Carters Powerhouse, Chatsworth, Georgia.

The Government intends to solicit and negotiate with only one source, Alstom Gird, 2 International Plaza Suite 325, Philadelphia, PA 19113-1505, under authority of FAR 6.302-1. The contract will be to provide all labor, material, supplies and all things necessary to repair two gas circuit breakers at Carters Pumped Storage Facility, Carters Powerhouse, Chatsworth, Georgia. Due to Alstom Grid being the manufacturer of the gas circuit breakers, they have the specially trained station person authorized to work on the breakers. The O&M manual that was furnished with the breakers state that a major inspection or repair is to be performed by the manufacturer or specially trained station person. The Carters Powerhouse Project Office does not have personnel trained to perform the work. All parts required for repair can only be obtained from the manufacturer. The breakers were manufactured by Alstom and Alston has full capabilities to perform the repairs without risk to the manufacturer's proprietary technical information or further damaging the equipment, The (NAICS) code is 335113 and size standard is 750 employees. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. All responses received within 15 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
