Notice of Intent to Sole Source CANARY Reagents and Maintenance and BioFlash Customization

The Department of Defense (DoD) Washington Headquarters Services Acquisition Directorate (WHS/AD) intends to award a sole-source, firm-fixed-price, indefinite-delivery/indefinite quantity contract for CANARY Reagents and Maintenance and BioFlash Customization to Smiths Detection Inc., 701 E. Pratt St., Baltimore, MD 21202-3183 (SAM Unique Entity ID: YN54AB84L8C1, CAGE: 98MF2). In order to meet the Government’s mission, the Pentagon Force Protection Agency (PFPA), Chemical, Biological, Radiological, and Nuclear (CBRN) Division requires procurement of CANARY Reagent Supplies and Maintenance, and BioFlash (biothreat detection device) Customization. Smiths Detection Inc. is a licensee of the Triggered Cellular Analysis and Notification (TCAN) of Antigen Risks and Yields (CANARY) Reagents technology developed by the Massachusetts Institute of Technology (MIT) in the 2001-2005 timeframe, having Patent #US8216797B2. The technology uses a fluorescent immunoassay detector which has not been duplicated in the private sector. The technology provides near-real time biological agent detection and identification with near-zero false positive results. The CANARY technology is a tested, validated, and proven testing method. Numerous technology evaluations and historical operations on-site at the Pentagon have determined the CANARY technology to be the single acceptable method of biological agent detection and identification within the Pentagon. The current legacy TCAN biothreat detection devices at the Pentagon are approximately 20 years old, and are starting to fail, and need replacement. Therefore, PFPA is seeking to replace them with BioFlash biothreat detection devices, which also use the CANARY technology, if they can be customized to hold at least four (4) tests instead of the current one (1) test. The CANARY supplies and maintenance used in the TCANS is not a new requirement; this is a follow-on to current contract number HQ003418C0115. The BioFlash customization portion of the contract is new. The requirement provides mission-critical biothreat detection capabilities. This procurement will be issued in accordance with Federal Acquisition Regulation (FAR) Part 15 Contracting by Negotiation . The NAICS code utilized for this procurement is 334519, Other Measuring and Controlling Device Manufacturing, with a Small Business Size Standard of 500 employees. The PSC code is 6550, In Vitro Diagnostic Substances, Reagents, Test Kits and Sets. These are commercial items/services with a dollar value over the Simplified Acquisition Threshold for a period of performance of one Base Period and four Option Years, with an anticipated start date of 9/30/2023.
