66--Blue Phantom 2, CCU and myQA Software Upgrade Notice of Intent to Sole Source

The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, intends to negotiate a sole source Firm-Fixed Price contract for Blue Phantom 2, CCU and myQA Software Upgrade for the Richmond VAMC with IBA Dosimetry America Inc. in accordance with 10 U.S.C. 2304(c)(1)(B) as implemented by FAR 6.302-1 Only One Responsible Source. This is not a request for competitive offers and no solicitation is available. Market research has determined that these services are highly specialized are only available from a single source without an unacceptable delay or duplication of cost and no other type of services will satisfy agency requirements. The Government intends to award the contract with an effective date of 4 Jun 2018 to IBA Dosimetry America Inc., 3150 Stage Post Dr. Ste. 110, Bartlett TN 38133. DUNS# 014070697. This is a Brand-Name Only requirement to satisfy the minimum requirements of the Richmond VAMC. The requiring activity is currently in need of upgrade to existing QA equipment and control software to allow transition off Windows XP. The upgrade consists of replacement hardware from Blue Phantom to Blue Phantom2, including radiation measurement devices, to be consistent with the vendor s myQA software platform, which will run on Windows 7, 8, or 10. It replaces all existing software licenses we currently own and use. The software will be installed on an existing laptop in the department and connected to a department QA server for storage of the information. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals.
