This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT to procure the following: Upgrade of the current 532 nm Liquid Crystal Tunable Filter (LCTF) Falcon II Raman Chemical Imaging system to install a new 785 nm Fiber Assisted Spectral Translator (FAST) Raman imaging. ChemImage will install a FAST fiber Cable Assembly, new 785 nm 2 watt fiber coupled laser, new objectives (5x, 20x, 50x), a new 1024 deep depletion Excelon detector with QE at 785 mn at approximately 95%, new spectrometer gratings, new optical interface module, ChemXpert Software, and installation and assembly of completed upgraded system. Period of performance should be approximately 2 months from award of contract. The Government intends to award a Firm-Fixed Price sole source contract (as prescribed in the Federal Acquisition Regulation 6.302-1) to ChemImage Biothreat LLC, 7301 Penn Avenue, Pittsburgh, PA 15208. ChemImage Biothreat LLC is the sole manufacturer of the instruments, and is the only contractor capable of providing the support and software upgrades on this proprietary equipment. The associated North America Industry Classification System (NAICS) Code is 334516 and the Business Size Standard is 500 employees. Posting date of this requirement is 18 June, 2014. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 5:00 PM Eastern Daylight Time, 26 June 2014. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
