The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Construction Engineering Research Laboratory (ERDC-CERL) intends to award a contract on a sole source basis to Ultra 3ETI upon the basis of the authority provided in 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. ERDC-CERL intends to purchase a Deployable Metering and Monitoring System (DMMS). This system includes a requirement for wireless capabilities of which Ultra 3ETI is the only vendor listed on the Department of Defense's (DoD) Unified Capabilities Approved Products List according to the Defense Information Systems Agency (DISA). This decision was based on proprietary rights to products required within the DMMS, specifically Ultra 3ETI's Airguard wireless mesh device which has successfully completed interoperability and information assurance certification. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement by 10:00 AM EST, 25 June 2013, by e-mail to
[email protected]. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
