J -- NOTICE OF INTENT TO AWARD PURCHSE ORDER TO JAMES R. STOVER & ASSOCIATES, INC.

The National Institute of Standards and Technology (NIST) intends to negotiate on a solesource basis with James R. Stover & Associates, Inc. (dba Stover Sensor Controls) under the authority of FAR 13.106-1(b) Soliciting From a Single Source, for maintenance and emergency services for the Sierra Monitor Sentry Gas Detection Controllers and Sensor Modules. This determination is based on Stover Sensor Controls being the sole authorized sierra monitor service and calibration representative in the geographical area consisting of metro Philadelphia, Baltimore, and the District of Columbia. Therefore, Stover Sensor Controls is the only source authorized by the original equipment manufacturer, Sierra Monitor Corporation, to provide preventative maintenance for this equipment. Sierra Monitor Corporation does not allow other companies to provide such a service. If NIST identifies no other capable sources by July 2, 2007 NIST will issue a firm-fixed price purchase order on or about July 9, 2007 to James R. Stover & Associates, Inc. for one year base period with four one-year option periods. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely with the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ).
