Special Notice: The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Reconditioning Center (NRC) is awarding a Purchase Order for the repair services of the following equipment: 8 each Sensor Head, Visibility, LEDWI, (Present Weather Sensor) OSI PN: 1103-101, ASN: S100-2MT2A2 to Optical Scientific, Inc. Sole Source Justification: The Government only knows of one responsible source, Optical Scientific, Inc. who is the original designer, patent holder and manufacturer of this equipment and they retain full proprietary rights to all related designs, drawings, schematics, software, etc. A Sources Sought was posted on Federal Business Opportunities on May 7, 2015 for 7 days and a response was received from a vendor who has not repaired these devices but would like the opportunity for a first article batch to see if they are able to repair them since they don't believe they would need any proprietary data to complete the repairs. We will send a limited requirement to this vendor to determine their repair capabilities but not this requirement due to currently zero in stock. Market Research: Multiple searches of the Small Business Administration (SBA) Dynamic Small Search did not identify any small business available to compete for this required repair service. Search parameters included a combination of NAICS code ‘334513' with key words: ‘repair, present weather, Optical Scientific'; and just key words: ‘repair, present weather, Optical Scientific'; ‘repair, present weather, LEDWI'; and ‘repair, present weather, LEDWI sensor'. A search of "repair present weather sensor LEDWI Optical Scientific" and "repair present weather sensor" in GSA's eLibrary also returned no matches.
