99 -- Notice of Intent To Award Sole Source: LORAN Station Transmitter Upgrade

This is a Notice of Intent to award a Sole Source contract to Megapulse, Inc. for modifications to the United States Coast Guard Loran System Units (LSU). This support will include the development and delivery of 96 new Timing and Logic Boards for the Legacy Solid State Transmitter to allow 9th Pulse Operation in all legacy Loran Stations as well as LSU. The contractor shall provide testing, maintenance and training for use of the device. The contractor shall also develop and install a Transmitter Control Assembly Firmware/Software Upgrade for the New Solid State Transmitter (NSSX). These upgrades will allow LSU to move forward with a total system that meets the signal performance and reliability needs for enhanced Loran-C. The period of performance shall include a base period of two years and three one year option periods for extended manufacturer?s warranty on all parts, labor and shipping for all hardware and software. The statutory authority permitting other than full and open competition is FAR 6.302-1(2)(ii): Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components there of when it is likely that award to any other source would result in-(A) Substantial duplication of cost to the Government that is not expected to be recovered through competition. Megapulse designed the transmitter that requires the modification. Megapulse has proprietary rights to the software that will be modified. This notice is NOT a Request for Proposal (RFP). No further solicitation will be issued for the requirement.
